Readonly user should be able to annotate content

Steps to reproduce:
Given a Picture document with image as the main file and a user with readonly access to the document:

• Navigate to the document.
• Click on the Annotations tab.
• Add a sticky-note annotation.
• Click on the Annotations Browser icon.
• Click on the grey area below the Annotations Browser in order to display the hidden icons.
• Click on the Save icons.
  => ARender progress logo appears.
  => ARender toast notification displays:

  Save: Cannot save annotation

  => Annotation remains on the screen but cannot be saved.
  => Errors in browser console.
  => No errors in server log.
