NEV 2.3 - Some annotation icons do not go to edit mode when initially placed

From Nationwide:

When verifying functionality of NEV 2.3 , found that below icons are not functioning as required.

Issue is When selecting below items it does not have options to edit line type or fill color and stop selected annotation for addition.

1) 'Add Highlight Rectangle"

2) 'Add Circle'

3) 'Add Polyline'

Workaround is to select icon in document after it is placed.
