Highlight/Strikethrough icons remain active but do not strike/highlight text

Steps to Reproduce:

1. Select some text in a document
2. Click the strikethrough icon
3. Do NOT click the 'Stop annotation edition' button
4. Select some more text
5. Notice that the strikethrough icon shows as active but selected text does not have a strike
   Expected Results: Since the strikethrough icon shows as active, expecting the text to have a strike. Other option would be for the strikethrough icon to be inactive
   Actual Results: Strikethrough icon shows as active but no strike shown in text. Have to click icon to make it inactive and then click again to add strike

Same behavior is seen using the highlight icon.
