Tiff quality is low

      Description

      Certain tiff documents are displaying poorly in NEV.  This is happening on all the ones that we've researched so far, even those received several years ago up to the present time.

      The image is fine, although not best quality, when downloaded.  But the image itself is practically unreadable.

      Changing the zoom level changes the resolution and improve quality.

      Steps to reproduce
      1. Open a TIFF file
      2. Zoom on the file
      3. Go back to the initial zoom level

      Observed result
      1. The display is blurry (cf. screenshot)
      2. The display is quite ok
      3. The display is quite ok
