Low quality TIFF files are not well displayed

Certain tiff documents are displaying poorly in NEV.  This is happening on all the ones that we've researched so far, even those received several years ago up to the present time.

The image is fine, although not best quality, when downloaded.  But the image itself is practically unreadable.

As reviewed together, it's in case of black and white TIFF. The conversion to JPEG can't provide a good quality.

The idea would be to detect this kind of TIFF and use another format for display.
