Change the broker liveness probe

The current broker liveness probe is /weather which could be problematic when the whole stack is under charge as this endpoint will check the status of all microservices which can cause the broker to restart whereas the broker shouldn't be killed in this case and just queue the request.

We want to change this liveness endpoint to something which is able to check that the broker is not dead applicatively, but can still perform queued requests.
