Fix Download file with annotations when this is a layered PDF

      Description

      Having a layered PDF successfully loaded in Annotations tab with some annotations, the user tries to perform either a "Download current file with annotations" or "Download current file with FDF annotations" action.

      Both of them give the following error message:
      "The document cannot be downloaded with its annotations"
