Need to scroll down or up one page at a time at each mouse click on the scrollbar

The scrollbar on the right side allows users to navigate into the document. It seems that the location when you land is dependent on where you click on the scroll bar. Basically, you could jump directly into the middle of the document if you click in the middle of the scroll bar. Even though this is working fine, Nationwide would prefer if clicking anywhere on the scroll bar could move down the cursor by one page only. Would that be complicated to change that behavior or make it configurable?
