Time stamp changes when users move existing comments

• When users move the placement of existing comments, the system is updating the time stamp of those comments, making it seem as though they are new comments.
• I moved an existing comment (text box) that was covering a section of the art. In doing so, the system changed the time stamp on that comment.

On Pre-Prod Screencast from 04-30-2020 07-20-03 PM.webm

• In pre-prod, when I try to move a comment, the sticky-note/comment does not move, it reverts to the original position
• You will also notice that the time stamp does not change (perhaps because the position did not change)

Expectation: A comment can be moved, and the move should not change the timestamp of the comment
