Submit button is not visible in sticky note

Reproduction steps

1. Go to a document
2. Click on Annotations View
3. Create a sticky note annotation

Observed result

3. Submit action is hidden by default, I have to reduce text box or scroll down to see it

Expected result

3. Submit action is always displayed
