Annotations in comments panel should be ordered by page

When the user has a document with several pages, the annotations are separated by collapsible page-sections.

• The user creates annotations in pages 2, 3 and 1 (in this order)
• The page-sections in the Comments panel are ordered by creation order
  

Expected:

• The page-sections should be ordered firstly by page number.
