Comments can be not displayed in *VIEW* tab

When an annotation with an empty comment is created, the following comments won't be displayed in the VIEW tab.

Reproduction steps :

• Create a sticky note and comment it.
• Create an annotation without comment.
• Create another sticky note and comment it.
• Make sure annotations are saved.
• Go to the VIEW tab and refresh the page.

Observed result :
Only the comment of the first sticky not is showed in the comment list.
