Remove pointless bar on top of sticky note

Steps to Reproduce:

• Add a sticky note annotation
  => Weird bar at the top of the sticky note appears with dashed border inside.
• Click elsewhere so that the sticky note is not selected
  => Weird bar disappears.
• Click on sticky note.
  => Weird bar reappears.
