Remove "!" on empty annotations message

Description
When there is no annotations , the message that says there is no annotations in the comments panel should be ended with a ".", not a "!", for sake of being neutral. 

Acceptance criteria
Given I have ReadWrite permission on a folder,
When I create a new document,
And I go the 'Annotations' tab,
Then the annotations list panel in the left is empty,
And there is no sad smiley,
And there is no "!" displayed.
