as a power user in the community I don't have access to some poweruser features

because the editing of some information could cause issues with the "missions" we have we need to disable some features:

labels
vocabs
deleting projects

For each of these features, we should ahve a popup that explains that we have disabled the feature so that missions are not put in peril (or something silly like that) and that if they want to try the features, they can sign up for a trial.
