As a project Manager viewing a proejct in draft state, I can see a visual cue that it's in draft state

see an info bar across the tope of the screen stating the Project is currently in draft state. You currently cannot attach files to Deliverables, nor can others see it. "

I can close this message if I would like. (does this persist when revisiting the project? - LM)
