When I've clicked on the vocabulary in the vocab list defined in nbm-660, I can edit the items in the vocabulary.
This uses the webui elements for vocabulary except, users cannot delete values, only make them obsolete, also, we should not see a column for the label.
In the edit menu, I see:
columns for the entry ID, Obsolete and Order
a button to add a new entry
when I hover over an entry, I see a pencil to edit the item
when I click add new entry, I see a new row where I can add my information
AC:
- a user can edit any entries in all vocabularies
- a user can define any entries as obsolete
