As a power user (tenant admin or project manager) I have access to administrator settings in my avatar dropdown

the tenant admin power user should have access to the account profile, labels, vocabularies, billing and email notifications (not scoped yet).

a Project Manager power user should just be able to edit the labels and vocabularies

the "tabs" should not be the UI for this, but rather the new left side navigation seen as part of the project view
