Switch back to polymer-build

For now, the current NBM build is relying on a custom/patched version of polymer-build.

Patched version has been release and we must rely on polymer-build per default.

Idea is to remove, as much as possible, the current use of Gulp that was tied to the use of the custom version of Polymer-build
