As a Project Administrator, I can save my draft Project

As a Project Administrator, I can save my draft Project to change the status of a created draft Project.

Acceptance Criteria:

• As a Project Administrator, I have a 'Save' button display at the top right corner
• When clicked, the status of the Project moves to 'WIP'
• When clicked, all the permissions for members and managers are available
