As a Project Admin I can Create new deliverables from the new Project creation view

Out of the scope of the story: the 'Assignment Due Dates' part of the form

Acceptance criteria:

• When I click on the '+' button, the creation form is displayed
• I can select one Deliverable type
• Size and formats are disabled until you select a Deliverable type
• I can add as many rows as you want for Deliverable items as you want (no validation at the submission)
• I can add as many rows as you want for Publication Information (no validation at the submission)
• I can cancel the creation anytime
