When viewing an object (any object), I see a dropdown that allows me to execute any actions I have the proper "rights" to use.
This is the pattern we will use to surface actions throughout the application

Acceptance Criteria:
- Each page has a banner above the 'Summary View' of the object
- Each page of the application has a drop-down menu displayed on the right of the title
- The component can handle different levels
- This menu is referenced as 'Contextual Menu' in the future stories
- As a user I can start a workflow on a WebBanner Deliverable
