notif for inappropriate content going to all users

      Description

      for the community we scan image/video for inappropriate content, when we catch something, we notifiy the powerusers/project managers. Since all new users are going in as pu/pm, all users are getting the notif.

      The notif should just go to tenant admins and/or the madewithlove@nuxeo.com email.
