Admin console - Warning on launch

As a system administrator, I am warned before entering the application

On launch, a warning is displayed with the following text:
Title: "Advanced Administration Options"
Text: "This application provides access to advanced tools that can significantly impact the performance of your instance if not used carefully. Proceed with caution."

A checkbox is available to disable this message for future launches:
"Do not warn me again."
If checked, after clicking the "OK" button this message does not appear on future launches. It is disabled by default.

A button is available:
"OK"
When clicking the button, the message is dismissed and I access the homepage.

Please note :

1. As discussed with Bertrand, we are using hyland UI dialog box so we would be keeping the two lines below the  header and footer. Please check attached screenshot.
2. The checkbox does not get a highlight when tabbed on it (similiar to hover), however, pressing spacebar enables it to be checked/unchecked. This issue is being discussed with the Hyland UI team & will be taken care of in a later story.
