Allow NPM linking of nuxeo-elements

      Description

      Since migration to Polymer 3 and move to NPM, we can no longer use npm link to link our packages to Web UI. It results in dom-module being registered more than once, which causes a bunch of errors. The same happened while linking core elements to both dataviz and ui elements, but a workaround was put in place, which prevents duplicated element registration. However, this does not seem to solve the problem on Web UI, causing several visual artefacts.
