Introduce multi download action

Goal would be to introduce a new action to trigger the download of multiple files. This is similar to the existing bulk download but would not zip the files and would instead queue all selected for download.
Browsers should support queueing of downloads out of the box given they already have a limited number of concurrent connections to any given server so ideally we'd simply be relying on existing default behavior
