Add a tooltip indicating the time when the mouse is over a Date element

All the Date elements in the New Web UI don't have the time displayed on rollover. In the default application, it affects:

• the "Last Modified" date in the View layout
• the "Date" column in the History view

This regression may have been introduced by the upgrade to Polymer2
