User creation not possible in Web UI if "Set User Password" is disabled

Steps to reproduce:

• Go to http://localhost:8080/nuxeo/ui/#!/admin/user-group-management
• Create a user and keep unselected the "Set User Password" field

No effect if you click on the button, nothing on server.log.

If you set the user password, it works
