Fix link on user-tag element for non admin/poweruser

Steps to reproduce:

1. create a user jdoe who only belongs to the "members" group
2. log in as jdoe
3. navigate to the personal workspace
4. create a document
5. navigate to the dashboard
6. In the "Recently Edited' card, click on the user tag in the "Last contributor" column
7. Observe that an 404 error is displayed with the message "page not found - /admin/user-group-management/user/jdoe"

Expected behavior:

• if a user is not an admin or poweruser, the user-tag is not clickable
