Keyboard access not working when user navigates from Notify me to Publish Document actions or tries to publish a document

Element name: More menu button

Location of the element: Document actions

Steps to reproduce:
Scenario 1: 
1. visit a document
2. use the keyboard tab key to access document actions
3. use tab keys then enter to access the actions in the kebab menu
4. use tab keys to navigate till Notify me action in the menu

5. use shift+tab keys to navigate back from Notify me to Publish Document action

6. Observe that user is navigated to kebab menu icon directly by skipping Publish Document action 

Note: This issue only occurs when user tries to access Publish Document from Notify me action. 

If user navigates to any other option in the menu & tries navigating in reverse till Publish Document action, it will work as expected

Expected Result: 

User should be allowed to access Publish Document from Notify me action. 

Scenario 2: 
1. Perform all the steps till step 3 in scenario 1. 

2. Use tab keys to navigate till Publish Document Action and press Enter key 

3. Internal publication document dialog should be visible. 
4. Using key board press Cancel button in this dialog box. 

5. Use tab keys to access Kebab menu again & navigate till Publish Document Action. 

6. Use tab key again. Observe that the focus moved out of the action list to View tab in the screen. 

Expected Result:  User should be navigated to next option in the action list.
