First document action in the kebab menu is accessible by using keyboard tab twice

Element name: More menu button

Location of the element: Document actions

Steps to reproduce:
1. visit a document
2. use the keyboard tab key to access document actions
3. use tab keys then enter to access the actions in the kebab menu
4. use tab keys to navigate till last option in the menu 

5. use shift+tab keys to navigate back till the kebab menu icon 

6. Observe that user has to use the keyboard tab key twice to access the first document action in the list (option-Publish Document)

Note: This issue only occurs when user tries to access the first option after navigating  up and down through the document actions list once. 

Expected Result: 

The first document action should be accessible by using tab key once only, irrespective of user navigations  through the menu (up or down).
