When using the keyboard only to navigate in Web UI, only the first 5 actions of a document in the actions overflow menu can be navigated to.
In the video attached, user uses the tab key to get to the actions overflow menu.
Then pressing enter opens the overflow menu.
To access the actions, you need to press tab to get to the first action, then press the down arrow key and tab to access the next ones.
This pattern works for the first 6 actions only, preventing the user to use actions such as start process on the document (in the default configuration).
Expected: user should be able to use the tab key only to browse overflow menu actions and should have access to all of them.
