Fix nuxeo-tooltip display when hovering action buttons with small browser window

When hovering buttons in the nuxeo-actions-menu that have nuxeo-tooltip displays such as nuxeo-preview-button and nuxeo-download-button while browser window is small enough such that the tooltip would display out of bounds, the cursor rapidly alternates between selecting and pointer modes and clicking the button is not possible.

Steps to Reproduce:

1. Create and View a Picture document in Web UI (reproducible in 10.10 only)
2. Resize the browser window vertically such that the bottom border of the browser window approaches the actions menu buttons (see screenshot)
3. Hover over one of the buttons that displays a tooltip

Expected behavior: button is clickable and tooltip is not displayed

Actual behavior: cursor rapidly flashes between states and button is not clickable.
