nuxeo-file validation does not consider if the element is loading

      Description

      The validation method in the nuxeo-file element does not consider if a file is being uploaded. This is part of the root cause of ELEMENTS-1409.

      The rest of the problem is caused by the fixed introduced in ELEMENTS-1393, as the _isVisible method is wrongly filtering elements.
