Generate urls for documents in other repositories

      Description

      Currently our routing functions assume all documents are in the current repository.

      With the work done to support multiple and/or headless repositories we may have scenarios where users list documents from an archive repository ie, in which case we should support navigating to the document. For that we need to generate full URLs, including the repository
