As a business user, I can create a business rule for firing an event.

initially for retention (but also to be considered for glacier) we need a UX that allows a user to define business rules to initiate events (like attaching a file to a retention policy, or starting a retention period). We need a way for the user to define the conditions to be met. In the past, we've tried using expression language, but the UX was not clear and the concept is complex for a standard business user (in this case a "records manager").

For Glacier, we will need a way to allow the user to define business rules around when to send a file to Glacier/cold storage.
