as a user performing "bulk" actions, I know how many items will be affected

      Description

      because of various "gotchas" with the web client (select all/"range"/infinite scroll/lazy loading), we should inform the user how many items are "queued" for the action. 

       

      after I select my items/action, I see
      a note indicating i am "sending" x amount of items

      i have an option to continue or cancel
