Include button to create new model anytime, anywhere

CONTEXT
Whenever the user might be using the webapp, on dashboard, model page or anywhere, it should have a quick access to create a new model if he wants to.

SOLUTION
To avboid being very intrusive button always present, a simple + can be the solution, but to give the user a feedback and a clear message of what will be the expected outcome, the button may have some animation, showing the complete button on hover
