Non Admin Users see Restart button

etudiant2 is a standard user
and he has access to the Restart
occured on 8.10 without HF, and 9.2
dev mode desactivated
not logged as admin
chrome and FF
you can log with etudiant1 to etudiant12

On my first investigations, it looks it does not reindex and restart, so the operation is not really triggered (even if you have a confirmation message). So you should just hide this button to avoid confusion, for non admins.

So to reproduce : install a 8.10 without HF or 9.2, create jdoe in the members group, log as jdoe, and push restart, refresh.
