dynamic host permissions granting on active nuxeo server tab

When using BDE we should dynamically request the user for having at least cookies and web request permissions on the server tab. At this time the permissions are managed only in the chrome manifest.

For granting, the user has a button on the extension icon which request him to allow permissions on the active tab.
