Dev mode should not be required for any features

Since 4.0.0, dev mode seems to be required for the extension to load, it should not be required but only trigger a confirmation alert (when on prod env) for the features that could potentially impact other users on a prod env :

• hotreload
• restart
• ES reindexing

The search and JSON export features should never trigger alerts
