Designer Hot Reload on Chrome

For now, in the browser extension the Designer hot reload mechanism is totally hidden in Chrome - because not working today.
From a user standpoint it would make sense to, at least, know the feature exists and works with FF.
Meanwhile, it makes sense to re-check and see if there is still no way to make this feature works with Chrome.

AC:

• 1. Check current limitation, and try to fix.
• 2. If client side solution still not possible - As a Chrome user, I can see the feature is disabled on Chrome, and displays an info message saying it works only on FF.
