Allow to set two different regions for S3 for AI services

      Description

      AI services like rekognition and comprehend are not available in all regions. Today there is no way to configure two different regions for S3 and AI services.

      For example, there is only one region in Japan (Tokyo) and the comprehend service is not available. Today it's not possible to have the S3 bucket in Japan and use another region for AI.
