Long running task should be forbidden when some Insight features are disabled

Create Guards that prevent long running task when some Insight features are disabled.

Current task has been derived from the need of Deduplication Services that rely on BAF for indexing, utilize new API to run preliminary checks. 

Consider a generic API (i.e Service) to use in future when more optional features are introduced.
