Deduplication Indexing BAF

To keep indexes up to date the system must have an action that based on passed parameter runs full index or index on not indexed document. Eventually adding them to dedup index of Insight.

Acceptance criteria: 

• BAF that:
  • Executes a query provided by a contribution
    • Index not indexed excluding Deduplicable facet documents
    • Index all
  • Calls Insight API to index provided documents
  • Ensure that only one BAF of the type can be ran. 
  • Progress can be exposed via similar operation as ExportProgressOperation just use KVS for storing and obtaining JobID
