Process existing duplicates

As a migrations team during or after the migration
We want to be able to identify (and maybe) process all duplicated

So we can create tools (or integrations/contributions) to manage those duplicates

Bulk action runs an operation `ai.deduplicate`, that can be overridden by the customer on studio, on all sets of duplicates.
Have a registry of this operation on studio.
