Disable bulk enrich actions when not connected to Insight

When the server is not configured to be connected to Nuxeo Insight, the two bulk auto-enrich buttons (auto-enrich and backtrack) should not appear.

nuxeo.ai.insight.client.enable=true
 
Buttons should only appear if the nuxeo.conf has this variable true (above).

Currently, these actions appear in every list result (folders, search, collections, etc)
