Cron update of model serving configuration

Cron update of model serving configuration. Should fire every hour as a safety measure if the UI didn't lunch invalidation on models. It should be explicitly monitored and show the number of models that's been actually updated via cron. With the system evolution if we see that UI is updates are consistent, cron fire may be reduced to more appropriate value.
