Fix suggestions being called on docs without contextParameters.aiModels

On WebUI, when navigating to a document, we should only ask for AI.Suggestions (on WebUI) to be called on documents that have both cases:

•  contextParameters.aiModels is present on the enrichments json
• there is at least one set of Inputs that the document as filled in (ie. if there's a input for the file:content, the doc needs to have a blob to has the suggestions called)
