Suggestions API responses with full output model

      Description

      Currently the suggestions API is only returning a subset of the output model: the fields that have a suggestion.

      Since currently there is no way to know the model structure/data, it would be useful to return the full output model, even if there are no suggestion for some field.
      With this approach we could avoid unnecessary processing, cleanups and calls on WebUI side.
